    Dehra Dun was reported to be "Open to persons from all parts voluntarily, but on the condition that once admitted, they must remain. Some who are treated as vagrants by the Municipalities of Dehra and Mussoori have been compelled to enter the Asylum. Visits of friends are allowed. Segregation of the sexes strictly enforced."
