Sir Frank Willington Carter (1865–1945) was a British philanthropist and co-founder of the British Empire Leprosy Relief Association (BELRA), which later became LEPRA.
Carter also held several official positions with the British colonial government in India. He was Member of the Legislative Council of Bengal, January 1917; Sheriff of Calcutta in 1918; and a Member of the Central Legislative Assembly of Bengal (1920).
