Miller was born in England in 1893. He began working with the Leprosy Mission in 1921 and contributed to its growth in a multitude of ways for fifty years, first as a missionary in India and later as general secretary for eighteen years.
After he retired in 1960, he became a member of the General Council of the Mission. He is author of several books on general and humanitarian aspects of leprosy.
