Fraser notes that, 'The main prupose of my visit to Northern Rhodesia was to meet the Rev. Wilfred Edmunds, Missionary Director of the S.A.B.M.S., and to discuss with him a proposal for the establishment, with the support of The Mission to Lepers, of new work at Fiwale Hill. This proposal had been brought to the attention of the S.A.B.M.S. by the Health Department of the Northern Rhodesian Government which meantime has to send leprosy patients in need of segregation either to the Government leprosarium in Liteta, 120 miles to the South, or to Luapula 270 miles to the North.'
