    1938 National Sanatorium Nagashima Aisei-en 国立療養所長島愛生園Dr Masako Ogawa MO in Kojima no Haru (The Spring of a Small Island) describes "leprosy free" round up - "a literary depiction of the scale in which the forcible round-up of suspected patints was conducted jointly by physicians and police officers.
