    1960 1960's - Dr. Paul W. Brand begins the first rehabilitation research program for HD patients. Studies begin in the biomechamics of deformity of hands and feet. The development of amputation prevention foot care techniques begin, and today these techniques are found to apply to diabetes and other diseases. These measuring, healing and prevention techniques and reconstructive surgery of hands and feet are ongoing today with Dr. Brand's methodology in the Rehabilitation Research Laboratory.     1960 Kolhapur District, Maharashtra, India: a high incidence of leprosy was reported for Kolhapur. A leprosy colony accommodated 150 persons at Kolhapur and was under the control of the Civil Surgeon. Following the application of the Leprosy Act to the District of Kolhapur and adjoining districts it became the responsibility of the state to isolate (at least) the positive cases with active lesions to prevent the spread of the disease. To deal with this problem, the Government sanctioned the opening of a Leprosy Control Centre at Shahuwadi in this district, as scheduled to open before the end of the financial year.

    1960 National Sanatorium Okinawa Airaku-en 国立療養所沖縄愛楽園"Dr Masashi Namba, the Director of Medical Affairs Department of Tama Zenshoen Sanatorium, and Dr Tadashi Takizawa from the Ministry of helth and Welfare visited Okinawa to study how Hansen's disease was being delath with. They submitted their observations and opinions as a report. During the course of their visit, they learned that the treatment of Hansen's disease had reached a major turning point dating from the statement that Colonel Marshall had made in 1958. Their report also indicated that the `Hansen's Disease prevention Law', unique to Okinawa was enacted the following year (1959) as a direct result of the colonel's statement. … It was obvious that what was being implemented in Okinawa was revolutionary."     1961 Sholapur District, Maharashtra, India: 'In 1961 leprosy incidence was 18.02 per thousand in Sholapur district. The control measures for this disease are administered mainly through the out-patient treatment in all hospitals, dispensaries, primary health centres and special treatment centres. The voluntary organisations also undertake such out-patient treatment. One leprosy hospital was specially opened in the Sholapur city area under the supervision of the civil surgeon. Prior to 1942 such cases were admitted into the general hospital where necessary treatment was given. At present in the district there is one centre at Vairag covering 41 villages. In 1961 the population under the project was 50,616. In 1960, 43,289 persons were examined. The number of cases detected in 1961 stood at 67 whereas 1,226 cases were under treatment. Besides there is one Government colony for lepers, viz. Kedgaon Leprosy Colony, Kedgaon, which provides for 125 beds. There is also one for 280 beds. In 1967-68, 600 cases were under treatment at the hospital.

    1961 Lady Willingdon SettlementThe Central Leprosy Teaching and Research Institute Annual Report 1961 decribed the institute and staff for the last year:
    "During the year under report there has been all round progress in the development of the Institute. The Institute comprises of three Divisions (Clinical, Laboratories, and Epidemiology & Statistics) and some other sections. Till last year only the Clinical Division and some sections were functioning. During 1961, however, the Division of Laboratories and that of Epidemiology and Statistics have also been established and have started functioning.

    The main developments during the year are summarised below.

    Staff: During the year under report Dr Dharmendra continued to be the Director of the Institute, Dr H Paul, the Medical Superintendent and Shri G T Harimurthi, the Administrative Officer. Some of the senior posts that had remained vacant so far were filled up during the year by the recruitment of either new staff or from the existing personnel holding other posts. Of the new entrants, Dr P Mohamed Ali has joined as Head of the Division of Epidemiology and Statistics, Dr C G S Iyer as Head of the Division of Laboratories, and Shri C S Swaminathan as Junior Scientific Officer (Bacteriology). Of the already existing staff, Dr K Ramanujam, previously Officer in Charge of the Silver Jubilee Children's Clinic, Saidapet, joined as Senior Scientific Officer (Clinical); Dr S K Noordeen, previously Officer in Charge of the Mobile Unit, joined as Senior Scientific Officer (Epidemiology), and Dr S M Mukerjee, previously Resident Medical Officer joined as Junior Scientific Officer (Surgical).

    In connection with the establishement of the Orthopaedic Section in the Institute, Dr S M Mukerjee, Resident Medical Officer was deputed to undergo training in hand surgery at the Christian Medical College and Hospital, Vellore under Dr Paul Brand for a period of one year. After his return from training he has joined as Junior Scientific Officer (Surgical)."
