Dr. Yutaka Kamikawa was the second Director of the Japanese National Sanatorium Tohoku Shinsei-en, a role he held from 1947 to 1965. He extensively studied the effect of chaulmoogra oil treatment and confirmed that it had 30%-56% efficacy. With his treatment, a few patients were released every year. In 1962 he was instrumental in establishing ‘Agro-Firm’, a program for rehabilitation, so that children could be returned to their parents.
